AFRICAN AMCF SECRETARIATS – SELF SUPPORT AND WAYS AHEAD BY VP AMCF WEST AFRICA

 

ORGANISATION AND FINANCIAL ACCOUNTABILITY

 

ORGANISATION OF AMCF WEST AFRICA SECRETARIAT

1.          The current VP was the President of his national MCF when he was appointed VP AMCF West Africa. He thereafter continued to use the services of the national MCF (NMCF) Secretariat in carrying out his dutis until he was posted to Abuja where he started operating from his transit accommodation under limited space.

2.          The VP is being assisted by a volunteer Secreatriat Staff (a retired senior military officer).

3.          With the financial assistance from the MSO, the Nigerian MCF (NMCF), individuals, and the VP himself, an independent Secretariat office space in Abuja was rented, modified and furnished.

4.          A full-time lady-Secretary was employed to work under the close supervision of the Secretariat Staff.

5.          After the retirement of the VP from active military service, he left Abuja to settle in Kaduna. Due to the high cost of renting an office un Abuja, and also due to financial constraint, the Secretariat was relocated to the VP’s permanent residence in Kaduna where it is being operated till date.

FINANCIAL ACCOUNTABILITY

6.          Activities supported by the MSO, the NMCF and individuals include:

a.            The renting, modification and furnishing of an office in Abuja for a year.

b.           Salaries for the lady Secreatary for a year (now suspended).

c.            Part payment for plots of land in Abuja for the AMCF West Africa Secretariat in Abuja.

d.           Running expences of the Secretariat.

e.            Sponsoring of 2 delegates from Liberia to NMCF leadership Retreat in Kaduna.

f.            Purchase and supply of Bibles to Sierra Leone.

g.            Communication with national MCF leaders in West Africa, AMCF President, Accts MMI, and with other VPs in Africa.

h.           Assistance to the VP’s (3-man team) very fruitful tour of his Area of Responsibility (7 countries) passing through 15 countries, from 8 February to 19 March 2009. Estimated cost of tour was US$20,000. Three new MCFs were added to AMCF, one new contact made, and 5 MCFs were encouraged.

VALUABLENESS OF THE SECRETARIAT

7.          From the above stated reports, it is obvious that the Secretariat has been very valuable in helping the VP perform his tasks.

SPECIFIC TASKS BY THE SECRETARIAT

8.          The folllowing are some of the main tasks yhe VP did accomplish through the Secretariat:

a.            The birth of 3 new MCFs (Giunea Bissau, Gambia, and Cabo Verde Islands).

b.           Strengthening of 5 national MCFs and also making a new contact (Equatorial Guinea).

c.            Routine running of the Secretariat – correspondences and statistics.

d.           Accompanying the VP to national and international trips and conferences.

e.            Coordinating the trips of sponsored delegates of the Region to Conferences. (All but one AMCF West Africa were represented at the Africa Golden Jubillee Conference in Kenya in September 2008).

f.            Attending to AMCF guests visiting Nigeria.

g.            Participation in Pray and Plan programmes.

h.           Financial contribution by the Staff.

i.             Communication with Regional MCFs.

PLAN TO SUSTAIN THE SECRETARIAT WITHOUT MASO OR ACCTS MMI ASSISTANCE

9.          To have a permanent AMCF West Africa Secretariat built on its own piece of land in Abuja, Nigeria. The piece of land has already been bought.

10.        To raise an AMCF West Afria Support Team (AMCFST WA). The ground work to this effect has advanced. The initial responses to this call are encouraging.

11.        To be able to maintain a vibrant prayer and communication network for the AMCF in the Region. This would enhance the financial support drive for the Secretariat.

12.        To strengthen the MCFs in all the 8 nations of AMCF West Africa that would be self-supporting like Nigeria.

IDEAS ON SELF-SUSTAINIG SECRETARIAT IN THE FUTURE

13.        The general idea is to have a self sustaining Secretariat for the AMCF West Africa after implementing paragraphs 9-12 above.

Note:    It was thought that immediately the Support Team had been raised, the MSO and Accts MMI might be relieved of their financial support. But, after the exhaustive tour of the entire West African Region by the VP and his team in addition to the logistics hurdles experienced in mobilising paricipants to the Kenya Conference, the enormousness of the needs of the various nations were glaring! Even after the Support Team is up and running, the MSO and Accts MMI might still be of vital assistance for some years ahead. There must be put in place facilities that must address the issues of poverty, poor communication network, and bad roads in the Sub Region.
